In a pitcher, add the vodka and tea bags and let steep for 3 hours. Remove tea bags and discard.
Make the cocktails by adding ice to a pitcher and adding vodka and coffee liqueur. Mix. Carefully pour in heavy cream. Stir before serving into individual glasses.
Garnish with a sprinkling of cinnamon.
Make a double batch of the vodka and use it for cocktails.
